After thinking a tiny bit more:
I think that 2. is the way to go here - essentially all we'd need to do is 
provide {{DH_set0_pqg()}} which is essentially just setting 3 fields in the DH 
struct. It would still need to be protected with the appropriate #ifdef of 
course to get it only when needed.
