Description: Replace the current proton IO driver with a driver based on
the pn_proactor API. This will allow drop-in replacement of the IO layer for
different platforms. (was: Replace the current proton IO driver with a driver
based on the connection_engine interface described in PROTON-1237, that has
epoll as the underlying mechanism on Unix. This should be able to re-use the
libuv example code.)
