My intent (which I probably should have made more explicit) is that any server
supporting the sole connection behaviour MUST support both modes of operation.
Also, to further clarify, the server does not need to remember the value of
"terminate-existing-connection-for-container" on the existing connection... it
only ever needs to consider the value on the newly opened connection.
