Just an implementation note:
Since this feature needs to be enabled across a network of routers, I believe 
that solution lies in centralizing the policy function.  Policy is 
asynchronously consulted during connection-open.  The policy "server" should be 
designed to handle the various flavors of 
what-to-do-with-duplicate-container-ids.
