This provides the same behaviour for the Python binding as done for the C++
binding. See
https://issues.apache.org/jira/browse/PROTON-1416
The AMQP standard (2.8.16) says "The client could retry at some later date".
When describing the amqp:connection:forced error.
We'll interpret this to mean that you should use the configured retry strategy
if we receive this close error.
