Andrew Stitcher resolved PROTON-941.

Resolution: Won't Fix
Fixing this would change the API (with slightly different ABI compatibility
too).
If we are going to change the API there are better ways to do it - specifically
creating pn_transports as either server or client from the outset as there is
no need to change them once created.
