    Description: 
Error to reload ACL should be reported back to the user invoking the operation. 
Otherwise, the user can be misled and assume that operation was completed 
successful.  The broker logs need to be examined in order to verify that 
operation was successful.

This is a UI issue only.  The underlying REST API operation is reporting the 
failure correctly.
