    Description: 
The TestPeer used in the tests in the qpid-jms-client module doesn't currently 
enable TCP_NODELAY which leads to short pauses in some cases that is slowing 
down the tests and can lead to confusing results from some tests which appear 
artificially slow. 

After the change my test runs of the qpid-jms-client module the overall time 
drops by about a third
