Description:
Currently, a newly created configured object becomes visible (to management
etc) very early in its lifecycle even before it has completed opening. This
creates problems such as QPID-7750.
We should either generate a consistent error if trying to view a child that is
not yet ready, or possibly delay its addition to the model.
