When deleting an empty durable queue, the last empty page that it held is not
moved to EFP but dropped.
Even more, when deleting a non-empty durable queue where the queue content
spans more than the last file, no such `jrnl` file is returned to EFP.
That makes `/var/lib/qpidd/.qpidd/qls/p001/efp/2048k/in_use` (or similar
directory depending to configuration) growing over time.
