QPID-7827: Delegate the creation of UUIDs to factory to avoid proliferation of 
UUID instances representing the same underlying UUID.

Cherry picked from 2ddbca0b16e47b18f24beaa1f4fa88d594a25618.  Manually resolved 
conflicts and backported CachingUUIDFactory to JDK 1.7 (#putIfAbsent).
