When no broker is present, or when a misconfiguration prevents communication to
the broker, then the test keeps attempting to connect without time or number
limit:

ERROR:root:proton:io: recv: Connection refused
ERROR:root:proton:io: recv: Connection refused
ERROR:root:proton:io: recv: Connection refused
ERROR:root:proton:io: recv: Connection refused
...
{noformat}
and will keep trying indefinitely, effectively hanging the test.
