Existing broker implementation of resuming deliveries for sending and receiving
links is incomplete. {{SendingLinkEndpoint}} only supports resuming of
deliveries in terminal states {{Accepted}} and {{Released}}.
{{StandardSendingLinkEndpoint}} can resume delivery in terminal states only.
However, its current implementation only updates disposition and does not
handle the case when delivery is not saved in the store.
