The commit above add functionality to handle Attach with incomplete-unsettled,
however, the further work on this JIRA depends on completion of resuming link
functionality ( QPID-7845 ). When it will be completed, we need to verify that
Broker is able to reduce the unsettled incomplete map as per spec.
