    DISPATCH 209 -- add 3-router test for  closest message distribution

    After I close the receivers -- but there are still probably messages 
in-flight -- Proton spews an error (which should probably be a warning) that 
some handle no longer exists.  I think it ought to be left this way, because 
this is the most likely way a user would close a receiver when he's done with 
it.  

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/mgoulish/qpid-dispatch three_router_closest

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/qpid-dispatch/pull/176.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
