Justin Ross closed PROTON-993.
------------------------------
    Resolution: Won't Fix

This is part of the reactor code, which we are replacing with the new
proactor-based IO. It is suitably (if imperfectly, I'm sure) documented.

http://qpid.apache.org/releases/qpid-proton-0.17.0/proton/c/api/group__proactor.html

That being the case, when this bug was raised, the return type of
pn_selectable_get_deadline(), pn_timestamp_t, was not documented. It is now.

> In the docs for the pn_selectable_get_deadline() function the return value is
> undefined. Is this milliseconds? Nanoseconds? Is this a relative time from
> now, or an absolute time since 1 Jan 1970?
