I think the minimum useful increment would be
# ability to added/updated/remove rule-based access control providers
# ability to mutate {{defaultResult}}
# invoke {{extractRules}} and {{loadRulesFromFile}} is a must. The latter
requires the UI to submit a data-url as we have done elsewhere.
# ability to view the existing rules, perhaps as a read-only table.
Given that we wish to replace this ACL system, I think adding a UI to
create/update/delete ACL rules would be a waste of effort.
