Andrew Stitcher resolved PROTON-1527.

Resolution: Fixed
Fix Version/s: proton-c-0.18.0
C++11 will now be selected if available in the cmake build.
There is still some work to be done on selecting C++11 features for Visual
Studio and Gcc 4.4.
