I think this fix is either in the wrong place or the test is invalid in the
first place.
It make no real sense to connect to :: or 0.0.0.0 - these are any addresses, so
they only make sense for listening not connecting.
If we really do want to attach a meaning to these addresses for connecting (I
don't think we do), then we should put these transformations in the common
code. Rather than trying to make just windows more Linux like, we should decide
what they mean and make it work the same on both Windows/Linux by coding it
explicitly.
