During CI testing the failover integration tests that are checking that updated
failover URIs provided from remote peers are handled correctly have been
sporadically failing. This is due to the way the updates are handled from the
remote leading to an event that can fire in an unexpected ordering relative to
the connection established / connection recovered events. Because of the mixed
ordering of events the integration tests can check the updated URIs at the
wrong time and not see the URI updates they are expecting.
Refactoring the handling of the updated failover URs should be done to make the
ordering of how these are all handled consistent.
