login.html was removed as part of re-factoring implemented in QPID-7789 (
Refactor SASL web authentication). 404 is reported back on attempt to navigate
to login.html. Users of older Broker versions might have this page bookmarked
or preserved in browser history and can actually be accustomed to open WMC
using 'login.html'. For their convenience, we can simply send redirects to
index.html for any request coming to login.html
