UI to add access control provider of type 'AclFile' contains its own code and
markup around FileReader wich is duplication of functionality implemented in
ResourceWidget.
The markup has issue with extra spaces displayed before Upload/Clear buttons.
We need to replace duplicated code with ResourceWidget in order to remove
duplicated code and fix the markup
