DISPATCH-879 - Document how routers use alternate failover URLs (WIP)

In the part where we talk about outgoing connections, I described a bit
about how routers use the failover list. Also, in the part about managing
outgoing connections, I added a command that can be used to view the failover
list.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/bhardesty/qpid-dispatch
dispatch-879-failover-url
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/qpid-dispatch/pull/220.patch
