DISPATCH-880 - Document initialHandshakeTimeoutSeconds (WIP)

I added the "initialHandshakeTimeoutSeconds" attribute to the configuration
reference.
(As an aside, the "configuration reference" is an artifact in the new
Dispatch Router book. It needs to be replaced, likely with the management
schema reference that's automatically generated from qdrouter.json. As a
temporary measure, I just added the new attribute to the config ref so that
it's complete.)
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/bhardesty/qpid-dispatch
dispatch-880-disconnect-connections
Alternatively you can review and apply these changes as the patch at:
