Yes, all ASF projects should use detached sigs.
However it's possible to create a signed archive all in one.
In which case, PGP will ignore the related file, i.e. the archive, so that
could contain anything.
As I wrote, it's unlikely to occur, but it's safer to always specify the sig
and the archive.
