variant of simple_Send added for python and c++ that sets the property to allow
selected_recv example to be observed.
I did try to add a test for the c++ side (see attached patch) but of course as
it runs against the dummy broker, and that doesn't support selectors, it
doesn't work. Attached it here just in case it is of use later.
