Fix For: proton-c-0.21.0
Proton-c produces much larger protocol frames than the protocol allows. As a
start to trimming this down we should go through every performative and
embedded described list and ensure that every non mandatory field is emitted as
null when it can be.
This should enable further work to trim these described lists to omit implied
AMQP NULLs at the end of the described lists.
