QPIDIT-85: Added check for presnece of broker when tests read the connection
properties and aborts the test is no broker is present. Shims for C++, Python
and RheaJs were modified to also exit if no broker is present, shims for
Amqp.NetLite and QpidJms already exit with a connection error.
