Provide a new attribute for managed links. The attribute is an array of
counters, one per router, that counts the deliveries that entered the network
on a particular router.
This new attribute is called 'ingressHistogram'. It is only present on
outgoing links on connections with the 'normal' role.
This histogram can be used to identify patterns of traffic flow by where
deliveries enter and where the exit.
