Weird that the file does not show up. Obviously it has been synched otherwise
the URL would 404.
I assume the invisibility must be due to its name. README files can be treated
differently in the HTTPD config.
If the file is intended for downloaders to read, maybe try renaming it?
Note: I think it's OK to refer to dist.a.o in JIRA as it is primarily aimed at
developers; however it should not be used in announce emails or download pages
etc. which are intended for the general public. Sorry, should have made the
distinction clearer.
