There is a different state management defect:
# Assuming a {{RulesBased}} access control provided exists, open the provider's
tab
# Click Load, Load dialogue appears
# Click Cancel
# Click Load again - DEFECT: Load button is disabled.
Same problem exists on the virtualhost access control provider too.
