Fix For: proton-j-0.27.0
Some of the frame parsing and transport impl bases internal buffers on the size
of the transports max frame size. If no max frame size is set (the default),
then fallback sizes of 4KB are used. Given how the engine works and the
potentially large frames from not having a max set these aren't great values
and can exacerbate some inefficiencies elsewhere. Proton-c starts its
equivalents at 16KB, we should match that.
