QPIDJMS-376 added functionality to fire the connection ExceptionListener if a
MessageConsumer with a MessageListener is remotely closed, since the lack of
future message deliveries would mean the application has no further interaction
with the consumer to observe the issue. It has since been identified that this
doesn't occur when using the built in failover provider, which is preventing
the process of handling the remote consumer resource closure from completing
fully.
