I've made a change via https://issues.apache.org/jira/browse/QPIDJMS-386. You 
can either build from master (e.g https://github.com/apache/qpid-jms) or use a 
build from the snapshots repo 
([https://repository.apache.org/content/repositories/snapshots/)] to give it a 
test if you'd like. To be clear, the client wont try to re-establish the 
consumer links outside of a failover attempt.
