DISPATCH-1010: Delay running test(s) until link routes are established
On my Fedora 27 workstation this test had a failrue rate of around 5%.
On some Jenkins systems it fails much more often.
This patch queries one of the test router's address container counts
goes non-zero indicating that the link route has been established.
