The inferred flag is set to control whether the message body is encoded a VALUE
section (inferred=false) or as a DATA or SEQUENCE section (inferred=true,
section type is inferred from the type of the body)
The flag is not set when decoding a message, so it's not possible to query how
the body was encoded.
