Steps to reproduce
# Start the router
# Start simple recv - python simple_recv.py --address 0.0.0.0/examples -m10
# Start simple send - python simple_send_presettled.py --address
0.0.0.0/examples -m300
# 240 presettled messages were actually dropped by the router
# The output of qdstat shows Dropped Presettled Count = 0
