This feature is needed to support waypoints in edge routers.
A connected client may attach to an address specifying a terminus capability of
"qd.waypoint". If the address is configured as a waypoint (via prefix or
pattern), the router shall treat the attached node as the waypoint (i.e. broker
queue or topic) for the address.
This feature allows waypoints to be deployed without using auto-links.
A new policy setting shall be supplied to disable this feature on a
per-user-group basis.
