As per Rob's comment at
[QPID-6948|https://issues.apache.org/jira/browse/QPID-6948?focusedCommentId=15147280&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-15147280],
the REST interfaces for preferences, structure and metadata needs to be moved
from '/service' into '/api/v$\{modelVersion}/'.
For backward compatibility the 'service/*' mapping must be maintained and
should always return the current model version of these servlets
