@ganeshmurthy I'm inclined to commit this. The ci failure is
test_10_propagated_disposition (system_tests_two_routers.TwoRouterTest)
(https://travis-ci.org/apache/qpid-dispatch/jobs/502697232#L3338) which I
believe is an intermittent issue unrelated to this change. Wdyt?
