Reporter: Chuck Rolke
Master @d84d7 fails self tests when management requests go into the router and
never get logged as 'Agent request Message'. This doesn't happen every time but
the problem happens in multiple self tests: system_tests_one_router and
system_tests_two_routers.
Externally the tests fail with
AssertionError: None != u'No response received for management request'
