The above debug patch reproduces the problem.
Note that it clobbers the system_tests_one_router.py file just because it's
convenient to run this as "ctest -VV -R system_tests_one_router"
The test prints out the count of messages received both settled and unsettled
for a client on router EB1. Messages are sent settled from client on EA1.
See the logs for whether or not the 'settled=true' flag is set on the transfers.
