While encoding a small/array8 byte array of <=253 elements, the encoder
erroneously omits the element count, leading to a broken encoding (those with
>=128 elements will fail to encode at all, due to PROTON-2057) that can lead to
a decode failure.
This was introduced during proton-j 0.30.0 changes for PROTON-1941.
