The downstream console is called Redhat Interconnect Console. The upstream is
called Apache Qpid Dispatch Console. We need a way to change the console's
title and internal text based on if it is upstream or downstream.
Replace all hard-coded strings 'Apache Qpid Dispatch' with a variable that is
loaded from a .json file. If the file is not present, use the upstream title.
If the file is present, read the string from the file.
