[~robbie] actually I think that [~orudyy] is correct here - that if the 
*sending* side sets a default outcome of released and send a message settled 
then it really is saying "I'm sending you this message, and I assume that you 
are going to release it".  Obviously this makes no sense; and for the broker it 
probably makes no sense to set the default outcome on the sending link to 
anything other than accepted on a link where it is sending settled.  Note that 
it is solely up to the broker to set what it believes to be a sensible default 
outcome here (no matter what the receiving client wants the default outcome to 
be).
