You can't compile the library on Python 3.7.
It's not listed in setup.py as a supported version either.
It seems like CMake is ignoring pyenv somehow? Could this be related to
PROTON-2097?

Could NOT find PythonLibs: Found unsuitable version "3.6.8", but required is
exact version "3.7.4" (found /usr/lib/x86_64-linux-gnu/libpython3.6m.so){code}
