[~astitcher] Did you get this resolved. I would also like to use OpenSSL on 
Windows

[~bird11530000] The reason I would like to use OpenSSL is because I want to 
restrict certain TLS versions and ciphers.  The proton API does not allow this 
for Schannel implementation.   I know for schannel I can use the registry to 
control the versions and ciphers but unfortunately this affects all the other 
processes on the machine. I want to control the restriction at the process 
level.
