It would be useful to be able to run the ctest system tests against a
pre-installed qdrouterd deployment. In other words allow ctest to be run
against a router installed in the system path without the need to build/install
the in-repo router.
This would make it easier to run the system test suite against a distribution's
pre-packaged qdrouterd.
