qdstat and qdmanage have a --router option where you can specify the router ID
of the interior router and get results from that router. Since edge routers are
not really part of the router network, an edge router id cannot be specified
with the --router option.
Introduce a new option --edge-router where an edge router id can be specified
for qdstat and qdmanage to connect to.
