The router issues the following error level log if more than the expected
number of priority router data links are created:
qd_log(core->log, QD_LOG_ERROR, "Attempt to attach too many inter-router links
for priority sheaf.")
In future releases the router will open additional inter-router links on
demand, so this log will no longer apply. Remove it now to avoid seeing it on
future rolling upgrades.
